Board President to Present at Marine Board of National Academies
Pilot Commission President K. Michael Miller will participate in the
Spring meeting of the Marine Board of the National Academies meeting
to be held in Long Beach on May 11 and 12, 2009. Mr. Miller will
participate in a panel focused on the several investigations of the
Cosco Busan allision with the SF-Oakland Bay Bridge on November 7,
2007. The other panelists will represent the National Transportation
Safety Board and the US Coast Guard. A copy of the tentative agenda
is attached.
Bar Pilot and Crew Member Assist in Sailboat Rescue
Two People Pulled from Frigid Waters
A MAYDAY was received by the pilot boat California about 9 p.m. Saturday night while it was standing station 11 miles west of the Golden Gate. The rescue occurred near the San Francisco Bar Channel where two people were found clinging to the keel of their overturned sailboat in rough conditions. With the wind gusting to 35 knots and seas running 12 feet high pilot Dave Weiss and boat Captain Mike Sposeto responded to the scene in the Pilot Vessel California. Weiss and Sposeto both suffered minor injuries while hoisting one victim to safety. The U.S. Coast Guard rescued the other member of the sailboat crew.

COSCO BUSAN Incident Review Committee Report
The Board of Pilot Commissioners today received a report of the investigation by its Incident Review
Committee ("IRC") of the accident on November 7, 2007 in which the M/V COSCO BUSAN, under
the navigational control of Captain John Cota, a Board-licensed pilot, struck one of the towers of the
San Francisco-Oakland Bay Bridge, damaging the ship and releasing over 50,000 gallons of fuel oil
into the waters of San Francisco Bay.
As a result of its investigation, the IRC concluded that pilot negligence was a factor in the accident.

COSCO BUSAN UPDATE JULY 30
On July 30, Administrative Law Judge Crowell ordered the September 2, 2008 Hearing off-calendar. Upon the effective date of Captain Cota's retirement, his state pilot license will expire by operation of law and a final order will be issued dismissing the charges against that license.

The Board of Pilot Commissioners was established in 1850 to provide
State oversight for the San Francisco Bar Pilots.
The Board continues this function
to the present day.
The Board's duties include training, incident investigation
and rate determination.
