Mr. Eric Osen
of Vallejo, has been appointed to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun. He has worked for the Chevron Shipping Company since 2000, where he currently serves as a team leader of standards, compliance assurance and advocacy. In this position, Osen manages the company's safety and environmental management system. Previously, he held the positions of operations coordinator and clearance specialist. Prior to that, Osen served as chief mate for Coastal Tankerships USA and held the same position with Maritrans.
Mr. Ben Tate
of Oakland, has been appointed to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun. He has served as an advisor to Drake, Beam, Morin: DBM Career Services Center for Executive Options since 2005. Tate previously was a managing consultant for the Walnut Creek office of DBM from 2001 to 2004 and human resource leader for Kaiser Permanente from 2000 to 2001. He is a member of the Board of Pilot Commissioners' Ad Hoc Pilot Power Committee.
RAdm Francis J. Johnston, USMS (Ret)
of San Rafael,
has served at the U.S.
Department of Transportation Maritime Administration (MARAD) since 1990, most recently as emergency
preparedness coordinator until his retirement in 2008. Johnston previously held the
positions of western region director from 1992 to 2007 and liaison officer to the U.S. Coast
Guard from 1990 to 1992 at MARAD. Prior to that, he served as head of maritime affairs for the
Office of the Deputy Chief of Naval Operations from 1984 to 1990.
Mr. Gabor Morocz
of Sacramento is currently a Deputy General Counsel of the California Business, Transportation and Housing Agency, the policy oversight cabinet agency over the Board of Pilot Commissioners. He is the current designee on the board representing the Secretary of Business, Transportation and Housing. Mr. Morocz is a career executive state attorney who has previously served as staff attorney, senior attorney, assistant chief counsel, and assistant general of serveral state agencies over the past 20 years, including the Department of Motor Vehicles, the Department of Child Support Services, the Technology, Trade and Commerce Agency, and the California State Teacher's Retirement System.
Mr. Knute Michael Miller of San Francisco
is currently a government affairs advisor in San Francisco and Washington, D.C. Previously, Miller served as senior vice president of government and industry affairs at ACE INA Insurance. He headed the Washington D.C. government affairs office from 1999 to 2004. He is a member of the Commonwealth Club of California and the Marines' Memorial Association.
Mr. Michael Sitts of San Ramon
currently serves as manager of the International Mooring Group for the Chevron Shipping Company. Previously, Sitts served 19 years with Chevron USA Marine where he ended his tenure as Third Officer to Master serving on petroleum tankers including piloting on the waters of the San Francisco Bay. He is a member of the Council of American Master Mariners.
Captain David Wainwright of Alameda
Since 1991, he has been a pilot with the San Francisco Bar Pilots Association. Previously, he was a trainee pilot with the State of California as well as chief officer of the American President Lines. He is a member of the American Pilot Association and International Organization of Masters, Mates and Pilots.
Capt. Steven Roberts
54, of San Ramon, has been appointed to the Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun. He has served as a pilot for the San Francisco Bar Pilots since 1985 and was a self employed docking pilot in the San Francisco Bay from 1981 to 1985. Roberts is a member of the Pilot Evaluation Committee for the Board of Pilot Commissioners. This position requires Senate confirmation and there is no salary. Roberts is a Democrat.
Capt. John W. Sullivan of San Francisco has been vice president of vessel operations for Matson Navigation Company since 2003. He previously served as Matson's director of vessel operations from 1999 to 2003, director of offshore labor relations and general manager of bulk operations from 1998 to 1999, and vessel manager from 1997 to 1998. Previously, from 1983 to 1997 Capt. Sullivan sailed as master of the motor vessel Moku Pahu which was primarily engaged in transporting Hawaiian sugar to Crockett, California. He is a graduate of the United States Merchant Marine Academy at Kings Point, New York.
